Kabul, Afghanistan (CNN) -- A suicide bombing outside a district administrator's office in western Afghanistan killed 14 people, including three police officers, and wounded 13 others, a police official said.
The attack took place in the Guzara district of Herat province when a man in an SUV tried to enter the administrator's office compound, according Saeed Agha Saqib, the provincial police chief.
The bomber detonated his explosives when security forces wouldn't let him through.
